Memo from President Torgerson regarding the Iowa Smokefree Air Act of 2008
On July 1, 2008, the new Iowa Smokefree Air Act, recently signed by Governor Culver, will go into effect across the state. The law regulates smoking in public places, places of employment, and outdoor areas. Even though the law was passed in mid-April, the administrative rules providing guidance on enforcement provisions have not been finalized. Nonetheless, Luther College is expected to comply with the provisions of the law beginning July 1.
As the law states, smoking will not be permitted on any and all Luther College property as of July 1. The law prohibits smoking inside all buildings (including residence halls), outside all buildings, and on any college property. Specifically, smoking is prohibited in outdoor college areas including “parking lots, athletic fields, playgrounds, tennis courts, and any other outdoor area under the control of a public or private educational facility, including inside any vehicle located on such school grounds.”
A Luther College task force will continue to meet to discuss the new smoking regulations and their implications at Luther. The task force is working to educate the Luther community about the Smokefree Air Act, bring college policies in compliance with the law, determine enforcement guidelines, and explore ways in which members of the Luther community may be supported in their efforts to quit smoking.
Since Luther College, by law, is compelled to comply with the Iowa Smokefree Air Act, I expect all members of the community to abide by the provisions of the new law.
